Preheat the oven to 350°F (175°C). Grease a 9x13 inch baking pan.

In a large mixing bowl, cream together the butter, granulated sugar, and vanilla extract until light and fluffy.

Gradually add the flour to the mixture and mix until well combined.

Press the dough into the prepared baking pan.

In a separate bowl, mix together the peanut butter and powdered sugar until smooth.

Spread the peanut butter mixture evenly over the dough.

In a microwave-safe bowl, melt the chocolate chips and vegetable oil in 30-second intervals, stirring in between, until smooth.

Pour the melted chocolate mixture over the peanut butter layer and spread it evenly.

Bake in the preheated oven for 20 minutes or until the edges are golden brown.

Remove from the oven and let it cool completely.
