  1. Preheat the oven to 375°F (190°C).
  2. Trim the ends of the Brussels sprouts and cut them in half.
  3. Bring a pot of salted water to a boil and blanch the Brussels sprouts for 3 minutes. Drain and set aside.
  4. In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.
  5. Gradually whisk in the milk and bring to a simmer. Cook for 2-3 minutes until thickened.
  6. Remove the saucepan from heat and stir in the cheddar cheese until melted. Season with salt and black pepper.
  7. Place the blanched Brussels sprouts in a baking dish and pour the cheese sauce over them.
  8. In a small bowl, combine the Parmesan cheese and bread crumbs. Sprinkle the mixture over the Brussels sprouts.
  9. Bake for 25-30 minutes until the top is golden and bubbly.
  10. Let it rest for 5 minutes before serving.
