  1. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  2. In a microwave-safe bowl, melt the butter and dark chocolate together in 30-second intervals, stirring in between, until smooth.
  3. In a separate bowl, whisk together the granulated sugar, eggs, and vanilla extract.
  4. Pour the melted chocolate mixture into the egg mixture and stir until well combined.
  5. In another bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.
  6. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  7. Stir in the milk to create a smooth batter.
  8. Drop spoonfuls of the batter onto the prepared baking sheet, leaving space between each cookie.
  9. Bake for 10-12 minutes or until the edges are set and the centers are slightly soft.
  10. Remove from the oven and let the cookies cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
  11. In a mixing bowl, beat together the powdered sugar, cream cheese, and heavy cream until smooth and creamy.
  12. Spread a dollop of the cream cheese filling onto the bottom of one cookie and sandwich it with another cookie.
  13. Repeat with the remaining cookies.
  14. Allow the cookie sandwiches to rest in the refrigerator for 30 minutes before serving. Enjoy!
