Preheat the oven to 350°F (175°C). Grease a muffin tin or line with paper liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, mix together the melted butter and granulated sugar. Add the eggs and vanilla extract, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the sour cream. Mix until just combined.

Fold in the chocolate chips.

In a separate small bowl, mix together the brown sugar, flour, cold butter, and cinnamon until crumbly.

Fill each muffin cup halfway with the batter. Sprinkle the crumb topping over the batter.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Allow the muffins to cool in the tin for 10 minutes, then transfer to a wire rack to cool completely.
