In a large pot, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Add the flour and stir well to combine. Cook for 1-2 minutes.

Slowly pour in the vegetable broth while stirring continuously to avoid lumps.

Add the broccoli and bring the mixture to a boil. Reduce the heat and simmer for 15-20 minutes, or until the broccoli is tender.

Using an immersion blender or regular blender, blend the soup until smooth.

Return the soup to the pot and stir in the milk and cheddar cheese. Cook over low heat until the cheese is melted and the soup is heated through.
