In a large pot, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Stir in the flour and cook for 1 minute.

Gradually whisk in the vegetable broth and milk. Bring to a boil, then reduce heat and simmer for 10 minutes.

Add the broccoli and cook for an additional 10 minutes, or until tender.

Remove from heat and stir in the cheddar cheese until melted.

Season with salt and black pepper.

Let the chowder rest for 5 minutes before serving.
