  1. Preheat the oven to 375°F (190°C).
  2. In a saucepan, melt the butter over medium heat. Add the flour and cook for 1-2 minutes, stirring constantly.
  3. Gradually whisk in the milk until smooth. Cook for another 2-3 minutes until the sauce thickens.
  4. Stir in the cheddar cheese, garlic powder, salt, and black pepper until the cheese is melted.
  5. In a baking dish, combine the broccoli florets and corn kernels. Pour the cheese sauce over the vegetables and mix well.
  6. In a small bowl, mix the breadcrumbs and parmesan cheese. Sprinkle the breadcrumb mixture over the top of the scallop.
  7. Bake for 25-30 minutes until the top is golden brown and the vegetables are tender.
  8. Let it rest for 5 minutes before serving.
