Preheat the oven to 350°F (175°C).

In a large bowl, whisk together the eggs, milk, salt, and pepper.

Heat olive oil in a skillet over medium heat. Add the bell pepper and onion, and sauté until softened.

Add the spinach and cook until wilted.

Grease a baking dish and layer half of the tortillas on the bottom.

Spread half of the sautéed vegetables over the tortillas.

Sprinkle half of the cheddar cheese on top.

Repeat the layers with the remaining tortillas, vegetables, and cheese.

Pour the egg mixture over the layers.

Press down gently to make sure everything is evenly soaked.

Cover the dish with foil and let it rest for 10 minutes.

Bake in the preheated oven for 25 minutes.

Remove the foil and bake for an additional 5 minutes, or until the top is golden brown.
