In a mixing bowl, combine the blueberries and granulated sugar. Let it sit for 10 minutes to allow the berries to release their juices.

In a separate bowl, mix together the flour, baking powder, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Stir in the port wine, vanilla extract, and milk until just combined.

Pour the blueberry mixture into a greased baking dish. Drop spoonfuls of the batter on top of the berries.
