  1. Preheat the oven to 375°F (190°C) and line a muffin tin with paper liners.
  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. In a separate bowl, beat the eggs, vegetable oil, milk, and vanilla extract.
  4. Gradually add the wet ingredients to the dry ingredients, mixing until just combined.
  5. Gently fold in the blueberries.
  6. Fill each muffin cup with the batter, about 3/4 full.
  7. In a small bowl, mix together the cream cheese, powdered sugar, and lemon zest until smooth.
  8. Drop a spoonful of the cream cheese mixture onto the center of each muffin.
  9. Use a toothpick or skewer to swirl the cream cheese into the batter.
  10. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.
  11. Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
