Instructions

  1. Preheat the oven to 375°F (190°C). In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  2. In a large bowl, cream together the softened butter and granulated sugar until light and fluffy. Add the egg and vanilla extract, and mix well.
  3. Gradually add the dry ingredients to the butter mixture, alternating with milk, beginning and ending with the dry ingredients. Mix until just combined.
  4. Drop rounded tablespoonfuls of dough onto a baking sheet lined with parchment paper, spacing them about 2 inches apart. Flatten each dough ball slightly with the back of a spoon.
  5. Bake for 10-12 minutes, or until the edges are set. Remove from the oven and let the cookies cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
  6. In a small bowl, whisk together the confectioners' sugar and water until smooth. Spread the glaze on half of each cookie.
  7. Melt the chocolate chips in a microwave-safe bowl in 30-second intervals, stirring in between, until smooth. Spread the melted chocolate on the other half of each cookie.
  8. Allow the glaze and chocolate to set for about 30 minutes before serving.
