  1. Preheat the oven to 350°F (175°C). Line a cupcake pan with paper liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually mix in the dry ingredients, alternating with the milk. Fold in the blueberries.
  5. Divide the batter evenly among the prepared cupcake liners. Add a few drops of blue food coloring to one portion of the batter and a few drops of red food coloring to another portion of the batter. Leave the remaining portion plain.
  6. Use a toothpick or skewer to swirl the colors together in each cupcake liner.
  7. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  8. Allow the cupcakes to cool completely before decorating.
  9. Once cooled, top each cupcake with whipped cream and garnish with sliced strawberries.
