  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually mix in the dry ingredients, alternating with the milk. Stir in the mini chocolate chips.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
  8. In a small bowl, beat together the cream cheese, powdered sugar, and vanilla extract until smooth and creamy.
