Preheat the oven to 400°F (200°C).

In a large bowl, combine cabbage, carrots, bean sprouts, green onions, garlic, ginger, soy sauce, sesame oil, cornstarch, and water. Mix well.

Place a spring roll wrapper on a clean surface. Spoon 2-3 tablespoons of the vegetable mixture onto the center of the wrapper. Fold the sides of the wrapper over the filling, then roll tightly from bottom to top.

Repeat with the remaining wrappers and filling.

Brush the spring rolls with vegetable oil and place them on a baking sheet.

Bake for 18-20 minutes, or until the spring rolls are golden brown and crispy.

While the spring rolls are baking, prepare the dipping sauce by mixing Thai sweet chili sauce with soy sauce.
