  2. Peel and slice the potatoes into thin rounds.
  3. Cut the broccoli into small florets.
  4. In a saucepan, melt the butter over medium heat.
  5. Stir in the flour and cook for 1 minute.
  6. Gradually whisk in the milk until smooth.
  7. Add the garlic powder, salt, and black pepper.
  8. Cook the sauce until thickened, about 5 minutes.
  9. In a greased baking dish, layer half of the potatoes, broccoli, and cheese.
  10. Pour half of the sauce over the layers.
  11. Repeat the layers with the remaining potatoes, broccoli, cheese, and sauce.
  12. Cover the dish with foil and bake for 30 minutes.
  13. Remove the foil and bake for an additional 10 minutes, or until the top is golden and bubbly.
  14. Let the casserole rest for 10 minutes before serving.
