  1. Drain and chop the artichoke hearts.
  2. Peel and dice the potatoes.
  3. Finely chop the onion and garlic.
  4. In a large pot, melt the butter over medium heat.
  5. Add the chopped onion and garlic. Sauté until translucent.
  6. Stir in the flour and cook for 1-2 minutes.
  7. Gradually whisk in the vegetable broth.
  8. Add the chopped artichoke hearts, diced potatoes, dried thyme, bay leaf, salt, and black pepper.
  9. Bring the mixture to a boil, then reduce the heat and simmer for 20 minutes or until the potatoes are tender.
  10. Stir in the milk and heavy cream. Simmer for an additional 5 minutes.
  11. Remove the bay leaf and discard.
  12. Serve the chowder hot, garnished with chopped chives.
