Preheat the oven to 180°C (350°F).

In a mixing bowl, combine the butter, all-purpose flour, powdered sugar, and lemon zest. Mix until crumbly.

Press the mixture into the bottom of a greased baking dish. Bake for 15 minutes.

In another bowl, whisk together the lemon juice, granulated sugar, eggs, baking powder, and salt. Pour the mixture over the baked crust.

Bake for an additional 30 minutes or until the filling is set.
