Preheat the oven to 375°F (190°C). Grease a muffin tin or line with muffin liners.

In a medium bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Fold in the diced apples.

In a small bowl, mix together the brown sugar, flour, and butter until crumbly.

Fill each muffin cup about 3/4 full with the batter. Sprinkle the streusel mixture on top.

Bake for 20-25 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
