  1. Preheat oven to 350 degrees F (175 degrees C).
  2. Mix brown sugar, oats, flour, and 1 teaspoon cinnamon in a bowl. Cut in 1/2 cup butter until mixture is crumbly. Mix 3 tablespoons cold water into mixture until evenly moistened; press into bottom of a 9-inch square baking dish.
  3. Bake in preheated oven until crust is set, about 30 minutes.
  4. Mix 3 tablespoons cold water and cornstarch in a small bowl; add 1/2 cup white sugar, 1 tablespoon butter, and 1/2 teaspoon cinnamon. Cook in a saucepan over medium heat until butter is melted, about 5 minutes. Stir in apples and cook until apples are softened, about 10 minutes. Pour apple mixture over crust.
  5. Mix oats, flour, brown sugar, and butter in the same bowl used for the crust until evenly kneaded. Crumble oat mixture over apples.
  6. Bake in preheated oven until topping is golden brown, about 30 minutes.
