Preheat the oven to 350°F (175°C). Grease a 9-inch round baking pan.

In a medium bowl, whisk together the flour, baking powder, salt, and cinnamon.

In a large bowl, mix together the melted butter and granulated sugar until well combined. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Fold in the chopped apples and butterscotch chips.

Pour the batter into the prepared baking pan.

In a small bowl, mix together the brown sugar and chopped pecans. Sprinkle the mixture evenly over the batter.

Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
