Preheat the oven to 180°C (350°F).

In a large skillet, melt the butter over medium heat. Add the flour and cook for 1 minute, stirring constantly.

Stir in the cheddar cheese, salt, and black pepper until the cheese is melted and the sauce is smooth.

Add the cooked rice and Chinese cabbage to the skillet, mixing well to coat everything with the cheese sauce.

Transfer the mixture to a baking dish and spread it out evenly.

Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and bubbly.
