Cook the macaroni according to package instructions. Drain and set aside.

Preheat the oven to 350°F (175°C).

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk, garlic powder, salt, and black pepper. Cook until the mixture thickens.

Remove from heat and stir in the cheddar cheese and Monterey Jack cheese until melted and smooth.

Add the cooked macaroni and diced jalapeno peppers to the cheese sauce. Mix well.

Spread butter on one side of each bread slice.
