Cook the macaroni according to the package instructions. Add the broccoli florets to the boiling water during the last 2 minutes of cooking. Drain and set aside.

In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes until lightly golden.

Gradually whisk in the milk and cook until the mixture thickens, about 5 minutes. Stir in the salt, black pepper, and 1 1/2 cups of the cheddar cheese until melted and smooth.

Add the cooked macaroni and broccoli to the cheese sauce, stirring until well coated.

Transfer the mixture to a baking dish and sprinkle with the remaining 1/2 cup of cheddar cheese.
