  1. Preheat the oven to 350°F (175°C) and grease a muffin tin.
  2. Grate the zucchini and carrot, then squeeze out any excess moisture.
  3. In a large bowl, whisk together the flour, baking powder, baking soda, cinnamon, nutmeg, and salt.
  4. In a separate bowl, beat the eggs, vegetable oil, granulated sugar, brown sugar, and vanilla extract until well combined.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  6. Fold in the grated zucchini, carrot, walnuts, and raisins.
  7. Spoon the batter into the prepared muffin tin, filling each cup about 3/4 full.
  8. Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
