  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with paper liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the softened butter and granulated sugar until light and fluffy.
  4. Beat in the eggs one at a time, then stir in the vanilla extract.
  5. Gradually mix in the dry ingredients, alternating with the milk, beginning and ending with the dry ingredients.
  6. In a small bowl, mix together the cocoa powder, powdered sugar, melted butter, vanilla extract, and milk until smooth.
  7. Fill each cupcake liner about 2/3 full with the yellow batter.
  8. Spoon a small amount of the chocolate frosting onto the center of each cupcake.
  9. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  10. Allow the cupcakes to cool in the pan for 5 minutes, then transfer them to a wire rack to cool completely.
  11. Once cooled, frost the cupcakes with the remaining chocolate frosting.
