Soak the rice noodles in warm water for 10 minutes.

In a wok or large pan, heat vegetable oil over medium heat.

Add garlic and onion, sauté until fragrant.

Add carrots, cabbage, bell peppers, and green beans. Stir-fry for 2-3 minutes.

Drain the rice noodles and add them to the pan.

Add soy sauce, salt, and pepper. Stir-fry for another 2 minutes.

Add water and cover the pan. Let it simmer for 5 minutes.

Remove the cover and stir-fry for another 2 minutes.
