  1. Preheat the oven to 375°F (190°C).
  2. Cut the tops off the bell peppers and remove the seeds. Set aside.
  3. In a large skillet, heat olive oil over medium heat. Add the onion and garlic, and sauté until softened.
  4. Add the ground beef and cook until browned. Drain any excess fat.
  5. Stir in the cooked rice, diced tomatoes, tomato sauce, salt, black pepper, cumin, and paprika. Cook for 5 minutes.
  6. Place the bell peppers in a baking dish and fill them with the beef and rice mixture.
  7. Cover the dish with foil and bake for 30 minutes.
  8. Remove the foil, sprinkle the cheese on top of the peppers, and bake for an additional 10 minutes or until the cheese is melted and bubbly.
  9. Remove from the oven and let it rest for 10 minutes.
  10. Garnish with fresh cilantro before serving.
