  1. In a large mixing bowl, combine the all-purpose flour, granulated sugar, baking powder, and salt. Cut in the cold unsalted butter until the mixture resembles coarse crumbs.
  2. In a separate bowl, whisk together the milk, egg, and vanilla extract. Add the wet ingredients to the dry ingredients and mix until a soft dough forms.
  3. Turn the dough out onto a floured surface and knead for 2-3 minutes. Roll the dough into a rectangle.
  4. In a small bowl, mix together the brown sugar and ground cinnamon. Brush the melted unsalted butter over the rolled-out dough, then sprinkle the cinnamon-sugar mixture evenly over the butter.
  5. Starting from one long side, tightly roll up the dough into a log. Cut the log into 12 equal-sized rolls.
  6. Place the rolls into a greased baking dish and let them rise for 30 minutes.
  7. Preheat the oven to 375°F (190°C). Bake the cinnamon rolls for 20 minutes or until golden brown.
  8. In a small bowl, beat together the cream cheese, powdered sugar, milk, and vanilla extract until smooth. Drizzle the cream cheese glaze over the warm cinnamon rolls.
