In a mixing bowl, combine the flour, granulated sugar, and yeast.

In a small saucepan, heat the milk and butter until the butter melts.

Add the milk mixture, eggs, vanilla extract, and salt to the dry ingredients. Mix until a dough forms.

Knead the dough on a floured surface for 5 minutes, then place it in a greased bowl. Cover and let it rest for 1 hour.

Roll out the dough into a rectangle. Spread the softened butter over the dough, then sprinkle with cinnamon, brown sugar, and raisins.

Roll up the dough tightly, then cut into 12 equal pieces. Place the rolls in a greased baking dish.

Cover and let the rolls rise for 30 minutes.

Preheat the oven to 375°F (190°C). Bake the rolls for 25 minutes or until golden brown.

In a small bowl, whisk together the powdered sugar and milk to make the glaze. Drizzle the glaze over the warm rolls.
