Preheat the oven to 375°F (190°C).

Peel and thinly slice the potatoes and onion.

In a saucepan, melt the butter over medium heat. Stir in the flour, salt, and black pepper until well combined.

Gradually whisk in the milk and cook until thickened.

Layer half of the sliced potatoes and onion in a greased baking dish. Pour half of the cheese sauce over the potatoes. Repeat with the remaining potatoes, onion, and cheese sauce.

Cover the baking dish with foil and bake for 45 minutes.

Remove the foil and bake for an additional 15 minutes, or until the top is golden and the potatoes are tender.
