Preheat the oven to 375°F (190°C). Line a muffin tin with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, baking soda, salt, cinnamon, and cayenne pepper.

In a separate bowl, mix together the melted butter, sour cream, egg, and vanilla extract.

Pour the wet ingredients into the dry ingredients and mix until just combined. Fold in the raisins.

Divide the batter evenly among the muffin cups.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Remove the muffins from the oven and let them cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
