Preheat the oven to 350°F (175°C).

In a large bowl, mix together the butter and brown sugar until creamy.

Add the egg and vanilla extract to the butter mixture and mix well.

In a separate bowl, combine the oatmeal, flour, cinnamon, nutmeg, salt, baking powder, and cayenne pepper.

Gradually add the dry ingredients to the butter mixture and mix until well combined.

Drop rounded spoonfuls of dough onto a greased or lined baking sheet.

Bake for 10-12 minutes or until the edges are golden brown.
