  1. In a mixing bowl, whisk together the pudding mix and milk until thickened.
  2. Fold in the whipped topping.
  3. Layer half of the graham crackers in the bottom of a 9x13-inch baking dish.
  4. Spread half of the pudding mixture over the graham crackers.
  5. Repeat the layers with the remaining graham crackers and pudding mixture.
  6. In a saucepan, melt the chocolate chips, butter, powdered sugar, vanilla extract, and water over low heat until smooth.
  7. Pour the chocolate mixture over the top layer of the cake.
  8. Refrigerate for at least 4 hours or overnight.
