  1. Preheat the oven to 350°F (175°C).
  2. Peel and thinly slice the potatoes.
  3. In a saucepan, melt butter over medium heat. Add flour and cook for 1 minute, stirring constantly.
  4. Gradually whisk in milk until smooth. Cook and stir until thickened.
  5. Add grated cheese, minced garlic, diced onion, salt, and black pepper to the sauce. Stir until the cheese is melted.
  6. Layer half of the sliced potatoes in a greased baking dish. Pour half of the cheese sauce over the potatoes.
  7. Repeat the layers with the remaining potatoes and cheese sauce.
  8. Cover the baking dish with foil and bake for 45 minutes.
  9. Remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the top is golden brown.
  10. Let the scalloped potatoes rest for 10 minutes before serving.
