Preheat the oven to 400°F (200°C).

Cut the top off the garlic cloves and place them in a small baking dish. Drizzle with olive oil and cover with foil. Roast for 30 minutes, or until the garlic cloves are soft and golden brown.

While the garlic is roasting, peel and chop the potatoes into small chunks. Place them in a large pot of salted water and bring to a boil. Cook until the potatoes are fork-tender, about 15-20 minutes.

Drain the potatoes and return them to the pot. Add the roasted garlic cloves, butter, and milk. Mash until smooth and creamy. Season with salt and black pepper to taste.
