Preheat the oven to 350°F (175°C). Grease a muffin tin or line with paper liners.

In a medium bowl, whisk together the flour, baking powder, baking soda, salt, pumpkin pie spice, and cinnamon.

In a separate large bowl, beat the eggs, granulated sugar, brown sugar, vegetable oil, pumpkin puree, vanilla extract, and milk until well combined.

Gradually add the dry ingredients to the wet ingredients, stirring until just combined.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the muffins cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
