Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a medium bowl, mix together the flour, baking powder, baking soda, cinnamon, and salt.

In a large bowl, beat together the white sugar, vegetable oil, and eggs until smooth. Mix in the pumpkin puree. Gradually add the dry ingredients and mix well.

Pour the batter into the prepared baking dish and spread evenly. Bake for 25 to 30 minutes, or until a toothpick inserted into the center comes out clean. Allow to cool completely.

In a separate bowl, beat together the cream cheese, butter, powdered sugar, and vanilla extract until smooth. Spread over the cooled bars. Cut into squares and serve.
