  1. Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.
  2. In a large bowl, combine the flour, sugar, and butter. Mix until crumbly. Press the mixture into the prepared baking dish.
  3. Bake in the preheated oven for 15 minutes, or until lightly golden.
  4. In a separate bowl, mix together the pistachios, sweetened condensed milk, lemon juice, vanilla extract, and green food coloring.
  5. Pour the pistachio mixture over the baked crust.
  6. Return the dish to the oven and bake for an additional 10 minutes.
  7. Remove from the oven and let cool completely.
  8. In a microwave-safe bowl, melt the white chocolate chips and heavy cream together until smooth.
  9. Drizzle the melted white chocolate over the cooled bars.
  10. Refrigerate for at least 30 minutes to allow the bars to set.
  11. Cut into squares and serve.
