  1. Preheat oven to 350°F (175°C). Grease and flour two 9-inch cake pans.
  2. In a medium bowl, whisk together cake flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together butter and granulated sugar until light and fluffy. Beat in eggs, one at a time, then stir in vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  5. Divide the batter evenly between the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove cakes from the oven and let cool in the pans for 10 minutes. Transfer cakes to a wire rack to cool completely.
  7. In a medium saucepan, heat heavy cream until simmering. Remove from heat and stir in chocolate chips until melted and smooth.
