Preheat the oven to 350°F (175°C) and line a cupcake tin with paper liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a separate large bowl, cream together the butter and sugar until light and fluffy.

Beat in the egg and vanilla extract until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients.

Fill each cupcake liner about two-thirds full with the batter.

Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Allow the cupcakes to cool completely on a wire rack.

In a mixing bowl, beat together the peanut butter, powdered sugar, and heavy cream until smooth and creamy.

Once the cupcakes have cooled, frost them with the peanut butter frosting.
