Preheat the oven to 350°F (175°C) and grease a 9x13-inch baking dish.

In a medium bowl, combine the graham cracker crumbs, melted butter, and 1/4 cup of powdered sugar. Press the mixture into the bottom of the prepared baking dish.

In a microwave-safe bowl, melt the peanut butter, chocolate chips, and heavy cream together, stirring until smooth. Pour the mixture over the graham cracker crust.

Sprinkle the mini marshmallows evenly over the peanut butter chocolate layer.

In a large mixing bowl, combine the chocolate cake mix, vegetable oil, eggs, and water. Mix until well combined.

Pour the cake batter over the marshmallow layer, spreading it evenly.

Bake in the preheated oven for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the baking dish for 10 minutes.

While the cake is still warm, sprinkle the broken milk chocolate pieces and graham cracker pieces over the top.
