Preheat the oven to 350°F (175°C). Line a muffin pan with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Fill each cupcake liner halfway with the batter. Spoon a dollop of peanut butter and jelly on top of each cupcake. Swirl gently with a toothpick.
