  1. In a large bowl, mix together the all-purpose flour, semolina flour, and powdered sugar.
  2. Cut the unsalted butter into small pieces and add it to the flour mixture.
  3. Use your hands to mix the butter into the flour until it resembles coarse crumbs.
  4. Add the rose water and orange blossom water to the mixture and knead until the dough comes together.
  5. Cover the dough with plastic wrap and let it rest for 30 minutes.
  6. In the meantime, prepare the date filling by combining the pitted dates, ground cinnamon, and ground cardamom in a food processor.
  7. Pulse until the dates are finely chopped and the mixture comes together.
  8. Preheat the oven to 350°F (175°C).
  9. Take a small piece of dough and flatten it in the palm of your hand.
  10. Place a small amount of the date filling in the center of the dough and fold the edges over to seal it.
  11. Roll the filled dough into a ball and place it on a baking sheet lined with parchment paper.
  12. Repeat with the remaining dough and filling.
  13. Bake the cookies/pastries for 20 minutes, or until golden brown.
  14. Let them cool completely before serving.
  15. Optional: sprinkle chopped pistachios and walnuts on top for garnish.
