  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. Separate the Oreo cookies, placing the cream-filled halves in a separate bowl.
  3. In a mixing bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  4. In a separate large mixing bowl, cream together the butter and granulated sugar until light and fluffy.
  5. Beat in the eggs one at a time, followed by the vanilla extract.
  6. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  7. Crush the Oreo cookie halves and fold them into the batter.
  8. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  9. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  10. Allow the cupcakes to cool in the pan for 5 minutes, then transfer them to a wire rack to cool completely.
  11. In a mixing bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.
