Preheat the oven to 350°F (175°C) and grease a baking dish.

In a microwave-safe bowl, melt the butter. Add sugar, eggs, and vanilla extract, and mix well.

In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.

Gradually add the dry ingredients to the wet ingredients, mixing until well combined.

Pour the batter into the greased baking dish and spread it evenly.

Bake for 25-30 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.

Remove from the oven and immediately sprinkle marshmallows and chocolate chips over the top.

Return the dish to the oven for an additional 5 minutes or until the marshmallows are golden and puffed.
