In a separate bowl, whisk together flour, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs. Stir in milk and vanilla extract until a soft dough forms.

Turn out the dough onto a lightly floured surface and knead gently for a few seconds. Pat or roll the dough into a 1/2-inch thick round.

Use a biscuit cutter to cut out shortcakes from the dough. Place the shortcakes onto a baking sheet lined with parchment paper.

In a chilled mixing bowl, beat heavy cream, powdered sugar, and Grand Marnier until soft peaks form.
