  1. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  2. In a large bowl, cream together the butter, brown sugar, and granulated sugar until light and fluffy.
  3. Beat in the egg and vanilla extract.
  4. In a separate bowl, whisk together the all-purpose flour, baking soda, and salt. Gradually add the dry ingredients to the butter mixture and mix until just combined.
  5. Stir in the quick oats and raisins.
  6. Drop rounded tablespoons of dough onto the prepared baking sheet and flatten slightly with the back of a spoon.
  7. Bake for 10-12 minutes or until the edges are golden brown.
  8. Remove from the oven and let cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  9. In a small bowl, beat together the cream cheese, powdered sugar, milk, and vanilla extract until smooth.
  10. Spread a dollop of the cream cheese filling onto the bottom side of half of the cookies. Top with another cookie to create a sandwich.
