Heat olive oil in a large pot over medium heat. Add onions, carrots, celery, and garlic. Cook until vegetables are softened, about 5 minutes.

Add barley, vegetable broth, bay leaves, thyme, salt, and black pepper. Bring to a boil, then reduce heat and simmer for 30 minutes, or until barley is tender.
