Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large mixing bowl, sift together the flour, cocoa powder, baking powder, baking soda, and salt.

In a separate bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the buttermilk. Mix until just combined.

Stir in the boiling water until the batter is smooth. Pour the batter into the prepared cake pan.

Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Transfer to a wire rack to cool completely.

Once the cake is cool, dust with powdered sugar before serving.
