Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, combine the bran flakes, flour, baking powder, baking soda, salt, cinnamon, and nutmeg.

In a separate bowl, beat the eggs and brown sugar until well combined. Add the vegetable oil, milk, and vanilla extract, and mix well.

Pour the wet ingredients into the dry ingredients and stir until just combined. Fold in the raisins and chopped walnuts.
